COUNCIL-COMMITTEE STRUCTURE

 

The Council of the Town of Lincoln accomplishes its work using a standing committee system of governance.  Standing Committees review items of municipal business and make recommendations to Council (in the form of Committee Motions) which are then either adopted, amended or refused by the whole of Council, sitting as corporate body.

 

In addition, there are a number of ad-hoc committees that are established and operate from time to time in order to accomplish clear and specific tasks.  Following completion of their appointed duties, those ad-hoc committees retire.

 

Clear Committee Mandate

 

Each standing committee has a clear set of responsibilities as provided for in the Town’s Procedure By-law and by subsequent resolution of Council.  Committee mandates include areas of public service delivery, corporate operations and municipal policy development.  More specifically, broad committee responsibilities include:

 

Council Business Planning (Committee of the Whole)

  • Comprised of all Members of Council
  • Portfolio includes:
    • Corporate and cross jurisdictional items of business requiring substantive discussion.
  • Meets on the 3rd Wednesday of each month (alternating with Council Business Planning [Committee of the Whole] Economic Development) at 7:00 pm.

Council Business Planning (Committee of the Whole) Economic Development

  • Comprised of all Members of Council
  • Portfolio includes:
    • Economic Development and policy development in relation to matters affecting business, economic development, tourism, marketing and promotions.
  • Meets on the 3rd Wednesday of each month (alternating with Council Business Planning [Committee of the Whole]) at 7:00 pm.

Sport, Recreation and Culture Committee

  • Comprised of the Mayor and 4 Members of Council
  • Portfolio includes:
    • Community programming,
    • Museum administration and operations,
    • Cemetery Operations,
    • Arenas, parks and trails,
    • Facilities Management;
    • Heritage Committee.
  • Meets on the 1st Wednesday of each month at 7:00 pm.

Planning Committee

  • Comprised of the Mayor and 4 Members of Council
  • Portfolio includes:
    • Planning and Building services,
    • New infrastructure design and related engineering
  • Meets on the 2nd Monday of each month at 7:00 pm and, if required, on the 3rd Tuesday of each month at 7:00 pm.

Finance and Administration Committee

  • Comprised of the Mayor and 5 Members of Council
  • Portfolio includes:
    • Financial matters,
    • Human Resource matters,
    • New policy development,
    • Budget review,
    • Corporate planning and reporting,
    • Intergovernmental policy and development,
    • Fire and emergency services administration,
    • Policing.
  • Meets on the 4th Monday of each month at 7:00 pm.

Infrastructure Committee

  • Comprised of the Mayor and 4 Members of Council
  • Portfolio includes:
    • Road infrastructure, operations and maintenance,
    • Water and Waste Water Systems,
    • Fleet Management.
  • Meets on the 2nd Wednesday of each month at 7:00 pm.
