FEES AND CHARGES
Development Charges are required to be paid to the Town pursuant to By-law No. 2014-37 and the Development Charges Act, as a condition of development or redevelopment of lands within the Town. Development Charges are also required to be paid to the Region as a condition of development or redevelopment of lands within the Town. Both Town and Regional Development Charges are collected by the Town prior to the issuance of a building permit by the Town. On June 16, 2015, the Niagara Catholic District School Board passed an Education Development Charges By-law which imposes an education development charge of $186.00 per dwelling unit in regard to residential development. The education development charges under this by-law are imposed on all residential development of lands in the City of St. Catharines, Town of Grimsby, Town of Lincoln, Town of Niagara-on-the-Lake and Township of West Lincoln. The Education Development Charges are collected by the Town prior to the issuance of a building permit by the Town.

Statement of the Treasurer
The Municipal Treasurer will document the continuity of each Development Charge Reserve Fund on an annual basis, including services covered, development charge collections, draws, interest earned, money borrowed from a fund and for what purpose, and credit transactions.

Planning and Building Application Fees
On April 4, 2016, Town Council passed By-law No. 2016-23, which establishes and regulates the payment of various fees and charges within the Town. The effective date of the By-law is May 1, 2016.
