Fees and Charges
In September 2004, Council adopted a policy establishing comprehensive corporate financial principles to provide strategic direction and guidance to Council and staff when evaluating corporate financial decisions. Financial Principle No. 1 Cost Recovery/Beneficiary Pay states that the Town will maximize the use of cost recovery from consumers of identifiable services. Council believed that the cost of certain municipal processes or services that create benefits for private interests (e.g. land development approvals process) should be recovered from those private interests, thereby protecting taxpayers from inappropriate subsidization. It further states that there will be an annual review and approval of all fees and charges.
Section 391 of the Municipal Act, 2001 provides that despite any Act, a municipality may pass by-laws imposing fees or charges on any class of persons for services or activities provided or done by or on behalf of it and the use of its property, including property under its control. Council adopted Fees and Charges By-law 2016-23 to regulate the Town of Lincoln’s various fees.
