Prudhommes Secondary Plan Update
The Town of Lincoln and Niagara Region have initiated an update to the Prudhommes Secondary Plan. The project will set out a new urban vision, urban design and public realm guidelines, updated land use designations, servicing strategies, transportation requirements, and implementation policies. The Prudhommes Secondary Plan area is over 50 hectares in size and is bounded by Lake Ontario on the north, the QEW on the south, Jordan Road on the east and Victoria Avenue on the west.
A team of consultants specializing in planning, design and engineering have been retained to prepare the Secondary Plan update over the next several months. As an initial step in the process, a kick off presentation was held on September 7, 2016. Ken Greenberg http://greenbergconsultants.com, a renowned urban designer, teacher and writer, highlighted the tremendous opportunities for this site.
On September 7, 2016, Ken Greenberg made a presentation to the public. To view a copy of the presentation, please click on the links below:
On September 8, 2016, the consultants presented three concepts. They included the following:
- Concept 1: Central Park
- Concept 2: Linear Parks
- Concept 3: String of Parks along the Lake
The above three plans were prepared during the morning of September 8, 2016, based on background research and input received on September 7, 2016. They were created to initiate and inform a conversation about the future vision for the Prudhommes area. Changes are being made to these concepts based on feedback received at the September 8th open house and your continued contributions to the project.

In addition to the above three concepts, the Consultants prepared a Community Visioning Report which provides a summary of the September 7 & 8, 2016 presentations. To view a copy of the Community Visioning Report, please click on the link below.
On Wednesday, October 26, 2016, the Consultants gave a presentation from the project team outlining the three options, an overview of the community input to date, the results of the evaluation and a description of the emerging “preferred option”. A copy of the October 26, 2016 presentation and the emerging plan are available by clicking on the following links:
The project team is looking forward to receiving input as they refine the “preferred plan” and prepare draft Urban Design Guidelines over the next month. Should you wish to submit any comments on the preferred emerging plan, please send them to firstname.lastname@example.org. The Town would appreciate your comments by November 18, 2016.
