Niagara West Emergency Management

The Emergency Management and Civil Protection Act (EMCPA) requires that every municipality develops and implements an emergency management program. The municipalities of Lincoln, Grimsby, West Lincoln, and Wainfleet, in recognition of their close proximity and desire to work collaboratively to prepare for and respond to emergencies, have established one amalgamated Emergency Management Program and Emergency Plan for Niagara West. 

The Niagara West Emergency Response Plan is an operational guideline for managing an appropriate response to any emergency situation that occurs within, or causes an impact within, its municipal boundaries.  It outlines how the Town and its emergency response agencies will coordinate themselves to respond to, and help the Town recover from, a large scale emergency.  It outlines roles, responsibilities, procedures and guidelines that will be followed to protect the health, safety, and well-being of Lincoln residents, local businesses and visitors.

This Plan has been designed to be flexible and adaptable to any emergency or crisis situation that may affect Lincoln and meets the requirements for a municipal emergency response plan in accordance with provincial legislation.

Emergencies are defined as situations or impending situations caused by forces of nature, accident or an intentional act that constitutes a danger of major proportions to life and property. They affect public safety, meaning the health, welfare and property, as well as the environment and economic health. In collaboration with key officials, agencies, and other stakeholders, the Town of Lincoln is prepared to respond to any situation quickly.
