Important Information for Potential Candidates

Amendments made to the Municipal Elections Act, 1996, will affect the timing and process of the 2018 Municipal Election to be held on October 22, 2018. Those wishing to be a candidate for the election are advised to note the following:

Forms for Municipal Candidates

Nomination Period

  • Anyone who wishes to be a candidate must file a Nomination Paper

  • The nomination period will begin May 1, 2018, and end at 2:00 p.m. on July 27, 2018

  • Nomination Papers must be obtained and filed with the Regional or Municipal Clerk, as noted below, by 2:00 p.m., July 27, 2018
  • Nomination Papers are currently being prepared by the Province of Ontario and will be available by the start of the nomination period

Nomination Procedures

  1. If a citizen is interested in filing their nomination papers they are requested to book an appointment in advance with the Election Coordinator by calling 905-563-8205 ext. 504 or email

  2. The Nomination Paper must be accompanied by a filing fee in cash, certified cheque, money order or debit payable to the Region (for the Office of Regional Chair) or the Town of Lincoln (for other offices), in the amount of:
    • $200 for the Office of the Regional Chair or Mayor
    • $100 for the Office of Regional Councillor, Municipal Councillor or School Board Trustee
  3. There is a new requirement that each Nomination Paper (excluding School Board Trustee candidates) must be signed by 25 eligible voters supporting the nomination 
    • The individuals providing signatures must sign a declaration stating they are eligible to vote in the municipality/region on the day they signed the endorsement.
  4. Each candidate must provide proof of Canadian citizenship in a form acceptable to the Clerk
  5. The onus is on the candidate to file a bona fide Nomination Paper.


Direct Election of the Regional Chair and Filing Nomination Paper

  • For the first time in Niagara, the Regional Chair will be directly elected in the 2018 Municipal Election by general vote.

Where to file your Nomination Paper

Nomination Papers for the Office of Regional Chair:

  • Received by the Regional Clerk during the nomination period as described above at the Office of the Clerk, Regional Headquarters, 1815 Sir Isaac Brock Way, Thorold, Ontario

Nomination Papers for all other Town of Lincoln Offices including:

  • Mayor
  • Regional Councillor
  • Municipal Councillors
  • School Board Trustees (to be determined)
    • Received by the Clerk of the Town of Lincoln at Town Hall, 4800 South Service Road, Beamsville, Ontario. Please note that School Boards will be undertaking a determination process in April of 2018 to designate certain municipalities for the receipt of nomination papers for school board trustees.
