Community Improvement Plans

Town of Lincoln Community Improvement Plans 

A Community Improvement Plan (CIP) is a planning and economic development framework that may include public realm improvement projects and financial incentives programs designed to stimulate private sector investment and building rehabilitation and development. A CIP allows for a variety of financial grants and loans to assist registered property owners and tenants of lands and buildings within the Community Improvement Area in rehabilitating their properties.

To date the Town of Lincoln has approved three Community Improvement Plans. They include the CIP for the Vineland Central Business District, the CIP for the Beamsville Central Business District and the Ontario Street Commercial Area, and the Mixed Use and Residential Intensification CIP.

 

1. Mixed Use and Residential Intensification CIP

About:

  • Adopted on December 5, 2016
  • Contains financial incentive programs which are designed to promote private sector mixed use development and intensification in the areas

2. Vineland Central Business District CIP

About:

  • Adopted on November 17, 2014
  • Recommends public realm improvements including physical improvements to the area to help stimulate private sector investment and improvement of the area
  • Contains financial incentive programs to promote private sector building rehabilitation and redevelopment in the area
  • The goal is  to implement a vision for the Vineland Central Business District
  • On November 17, 2014 the Town also adopted the Commercial Facade Design Guidelines
  • The Commercial Facade Design Guidelines are intended to assist applicants in designing the improvements as well as assist the Town in reviewing applications

3. Beamsville Central Business District and The Ontario Street Commercial Area CIP

About:

  • Adopted on November 21
  • Recommends public realm improvements including physical improvements to the area to help stimulate private sector investment
  • Contains financial incentive programs designed to promote private sector building rehabilitation and redevelopment
  • Goal is to implement a vision for the Beamsville Central Business District and the Ontario Street Commercial Area
  • On November 21, 2011 the Town also adopted the Commercial Facade Design Guidelines
  • The Commercial Facade Design Guidelines are intended to assist applicants in designing the improvements as well as assist the Town in reviewing applications
