Public Service Announcement - Land Use for Cannabis Production, Open House & Public Meeting 

Members of the community are invited to an open house and public meeting to learn more about land use for cannabis production and to provide feedback on the proposed amendments to the Official Plan and Zoning By-law.

Two open houses and one public meeting will take place, see below for details. 
 

Open House #1:

Date: Tuesday, Oct. 22, 2019
Time: 2-4 p.m.
Location: Council Chambers, Town Hall (4800 South Service Road, Beamsville) 

Open House #2:

Date: Wednesday, Oct. 23, 2019
Time: 6-8 p.m.
Location: Lincoln Community Centre (4361 Central Avenue, Beamsville)

Public Meeting:

Date: Monday, Nov. 11, 2019
Time: 6 p.m.
Location: Council Chambers, Town Hall (4800 South Service Road, Beamsville)


Background Information

The Town of Lincoln has initiated amendments to the Official Plan and Zoning By-law under Section 22 and 34 of the Planning Act, R.S.O. 1990, to include policies and regulations with respect to the cultivation and production of cannabis within Lincoln. These policies and regulations will work together to better regulate cannabis cultivation/production facilities in Lincoln and are intended to address potential adverse impacts of these facilities through policy and land-use control.

Proposed changes to the Draft Official Plan:

  • Consider, on a case-by-case scenario, legal cannabis cultivation and production within Specialty Agricultural and Prime Agricultural designations
  • Require Site Plan Approval for Licensed Cannabis Production Facilities
  • Require certain criteria be met when submitting the above planning application, such as mitigation measures to reduce impacts to surrounding sensitive land uses.

Proposed changes to the Draft Zoning By-law:

  • Permit legal cannabis production within Agricultural (A) Zones, subject to review and adherence to specific provisions
  • Set regulations for minimum setbacks from other zones, uses and settlement areas for various facility sizes, including those with and without air treatment control systems
  • Set regulations for outdoor storage, screening and fencing
