Public Service Announcement - Appear as an Electronic Delegation

Lincoln, ON - (July 16, 2020) - During the COVID-19 pandemic, Council and committee meetings will be held using electronic video conference and in-person delegations at Town Hall will not be permitted during this time.

The Town has a process for electronic delegations and anyone in the community can apply to address Council or committee on agenda items.

Electronic delegations will be done by video conference via the Internet or telephone only and written submissions will form part of the public record.

Council and Committee Delegation Requests:

  • For Council and committee meetings, delegation requests are accepted until 12 p.m. on the Friday prior to the meeting.
  • You must apply in writing (through the online application form, or email clerks@lincoln.ca or call 905-563-2799 Ext. 513) to appear as an electronic delegation for Council and committee meetings.
  • Instructions on how to participate electronically for Council and committee meetings and confirmation of your delegation will be provided by email or telephone.

Statutory Public Meetings and Committee of Adjustment Hearings:

  • For Statutory Public meetings and Committee of Adjustment to consider planning matters you must submit an email to planningpublicmeetings@lincoln.ca or call 905-563-2799 Ext. 241 to appear as an electronic delegation by 12 p.m. on the Friday prior to the meeting.
  • Instructions and confirmation of your delegation will be provided by email or telephone.

During the COVID-19 pandemic, the following changes to electronic delegations will be in-place:

  • For all delegations, you may speak for up to five minutes.
  • Handouts and other presentation material prepared by delegations cannot be displayed during the meeting. However, handouts, presentations and written correspondence can still be provided as detailed below.
  • There will be no Public Forum during Council Meetings. As an alternative to addressing Council or committee by video conference via the Internet or by telephone, written correspondence can be submitted to the Clerk, by 12 p.m. on the Friday prior to the meeting at clerks@lincoln.ca.
  • Any written correspondence will be shared with Council and/or committee members and staff. Please note, written correspondence will also be included on the agenda which will be published on the Town’s website and will form part of the public record.
