About the Town of Lincoln's CAO:

Michael Kirkopoulos has proudly served as the CAO of the Town of Lincoln for nearly a decade, marking his 10-year milestone in December 2025. Before joining Lincoln, he held the role of Director of Corporate / Special Projects, Communications and Government Relations for the City of Hamilton.

With extensive leadership experience and a deep-rooted connection to the Niagara Region as a Brock University graduate, Michael has been a driving force behind Lincoln’s growth and success. His commitment to fostering innovative and sustainable development ensures that the voices of residents remain at the heart of every decision. Dedicated to shaping Lincoln’s future, he continues to advance the town’s reputation as a Place to Grow, a Place to Prosper, and a Place to Belong.

Understanding the CAO's Role

The Chief Administrative Officer (CAO) of the Town of Lincoln plays a vital role in overseeing and managing municipal services, ensuring they align with the goals and policies set by Council. By driving Lincoln’s vision of a prosperous and resilient community, the CAO works closely with Council to support key priorities, foster a shared organizational vision, and uphold a strong culture of customer service.
As the strategic leader of the municipality, the CAO is responsible for the effective delivery of services while integrating Lincoln's long-term vision into all decision-making. This role demands forward-thinking leadership, a commitment to community development, and the ability to cultivate collaboration—driving sustainable growth and fostering a welcoming, connected community.
- Promoting a Shared Vision: Working alongside the Mayor and Council to encourage and promote a shared vision of growth and inclusivity for the community.
- Driving Efficient Service Delivery: Supporting the organization to efficiently and effectively deliver Council’s priorities, ensuring they align with Lincoln’s vision.
- Building Strong Partnerships: Foster relationships with partners, neighbouring municipalities, and other levels of government, while influencing community direction and promoting strategic growth.
