Water & Sewer Utility Permit Applications

To obtain this permit for:

commercial, industrial, institutional and multi residential developments (i.e townhouse, condominium, and apartments) - the applicant/owner must contact the  Development Engineering Department to discuss the required process.
rural properties - the owner/applicant must refer to the Supplemental Sanitary Sewer Service Connection PW2008-03 and Water Service Connection Policy PW2008-02.
single in-fill family homes or upgrades to services are required to a provide a servicing drawing for the dwelling as part of the permitting application.

Any urban property requiring a water service larger than a 1” (25mm) shall submit a certified design brief completed by a qualified individual with the application. The design brief shall include calculations identifying the need of an increased service size.

It is understood that all servicing systems vary to some degree, therefore the following represents the basic requirements for the review of sewer/water drawings to be undertaken. Specific modifications and/or additions to the drawings may be requested by the Public Works Department to ensure that the proposed system will meet the minimum standards for permit issuance. Failure to include basic information may result in the drawings being rejected or processing of the permit being delayed.

Upon notification of the servicing plan approval, and prior to commencing the works, a Utility Permit (Sewer/Water), must be obtained from the Public Works Department. Any work that includes construction within the municipal road allowance may only be obtained by the Applicant/Owner’s contractor. The Utility Permit will be issued for these road works. After receipt of the permit, the applicant/owner’s responsibility is to contact the Town of Lincoln Public Works Department and request the required sewer and water inspections. Requests for sewer/water inspection shall be made 48 hours in advance.

Servicing permits approved by the Town are valid for 6 months from the date of issue.

Issuance of permits after the 6 months may require resubmission if any revisions to standards have changed. The applicant/owner will be required to pay the applicable servicing review fee.

All servicing inspections and review fees are not refundable.

1. The applicant/owner shall supply a plan showing the details of the proposed installation(s) and all other relevant connection(s) to the existing watermain and/or sewer(s). The plan must be measured in metric units from a fixed infrastructure asset (sanitary manhole, fire hydrant, etc) and specify dimensions, including horizontal/vertical separations, inverts, size(s), material(s), applicable DPW standards, and colour coding method(s) where applicable, etc. Plan must legible, scaled and field verified.
2. The drawing shall include all existing municipal or regional services (i.e storm, sanitary sewers, watermains, sanitary laterals and water services, etc.) located within the municipal road allowances. Engineering drawings may be available from the Public Works Department/Technical Services. Applications can only be made through the Town; however, it is the responsibility of the applicant/owner to verify that the proposed works are acceptable to the Niagara Region prior to submission.
3. NOTE: It is the applicants/owner’s responsibility to ensure that the information shown on the plans obtained is accurate. The applicant/owner shall field check all information.
4. If applicable, all existing water services and sewer laterals for a subject property must be shown on the plan. The drawings must indicate which are to be abandoned and/or reused. NOTE: If a water service or sewer lateral is to be reused, the applicant/owner must assure themselves that the existing service is adequate to meet their proposed uses and are in good working condition. Services to be reused must meet all current Town of Lincoln standards. An exploratory dig at the property line will be required for the Environmental Division to inspect the services (size, condition, etc). The sewer lateral will be videoed. If any services are deemed to be unacceptable then the applicant/owner will be responsible to properly decommission the service and install new services from the property to the mainline. Any water services deemed unacceptable must be decommissioned at the mainstop.
5. All existing and proposed structures within the road allowance.
6. All elevations on the plan (inverts, etc.) to be geodetic datum.
